The Energia-M rocket was designed by NPO Energia of Soviet Russia to launch small and medium sized civilian and military payloads into Earth orbit. The Energia-M was developed as part of a family of rockets stemming from the super heavy 100-ton capable Energia-Buran system, designed to lift the Buran Orbiter into low-Earth orbit.
In 1990, a full-scale mockup was rolled out at Baikonur for foreign journalists to view. It was hoped that the M would replace the Proton rocket, but due to the dependence on the existing infrastructure at Baikonur, as well as being oversized for most Russian payloads, the design ultimately was cancelled in 1995.
The mockup of the Energia-M still resides in the assembly building at Baikonur. These amazing photos are credited to Ralph Mirebs.
